The Policy Development Division will be focusing on the following functions:

1. Formulate and develop plans and programs on employability, employment facilitation, and employment promotion designed to benefit disadvantaged groups and communities;
2. Analyze and develop existing and proposed employment policies (i.e., Implementing Rules, Regulations, and Legislations) vis-a-vis their effects on employment generation and human resource development; 
3. Review and monitor commitments to international agreements (i.e., ASEAN, ILO, Trade Agreements, etc.) vis-a-vis their impact on local employment; and
4. Perform such other functions as may be provided by law or as may be assigned by the DOLE Secretary.
