The Department of Labor and Employment through the Bureau of Local Employment conducted its virtual orientation on the application of digital forms of Employment Regulation Programs on 29 May 2023. The activity is in line with the Department’s digitalization initiatives to improve its programs and services to the public.

Employment Regulation Programs participated in the said event. BLE Director Patrick P.
Patriwirawan, Jr., reiterated the importance of continuous innovation in the Employment
Regulation Programs as part of the commitments under the National Labor and Employment
Plan 2023-2028.

The implementation of online application forms was anchored on important issuances such as
the Labor Advisory No. 11, series of 2023, AEP Advisory No. 1, series of 2023, PEA Advisory
No. 2, series of 2023. The program focals from the Bureau thoroughly discussed in detail the
digital forms on the application forPrivate Employment Agency (PEA), accreditation of agents
and registration of authorized representatives under Department Order (DO) No. 221-A,
Certificate of Exemption, and Certificate of Exclusion. Participants were familiarized with the
clients and program implementers’ view of the forms through hands-on activities by
demonstrating each section of the forms and filling it out in realtime.

Meanwhile, program focals of job fair and DO No. 174 or the Job Contracting or Subcontracting
Arrangements also presented the proposed online forms for future implementation.

The Bureau took note of the suggestions and observations of the participants to improve the
process and implementation of the digital forms.
