Labor Assistant Secretary and Concurrent BLE Director Dominique Rubia-Tutay expressed the Department of Labor and Employment’s support for the development and advancement of the Philippine Skills Framework (PSF), particularly for Human Capital Development launched on 06 May 2022.

The PSF-Human Capital Development is the fourth skills framework to be launched by the PSF Executive Committee headed by the Department of Trade and Industry, in line with the national government’s efforts to upskill and reskill the Filipino workforce.

In her message of support, ASec. Rubia-Tutay highlighted the importance of reskilling, upskilling, and skills alignment for industry development and the continued recovery of the economy.

“The Department believes that every company’s greatest investment is its human capital and workforce development. This is rooted in our vision for every Filipino to attain full, decent, and productive employment through promoting gainful employment opportunities and developing human resources. As the core agency for employment, the DOLE faced a great challenge in sustaining the labor market during the pandemic. We did not falter. Instead, our drive to help the people recover and adapt to such changes ignited now more than ever.” Asec. Rubia-Tutay remarked.

The PSF-HCD is a guide for organizations and career-driven individuals to develop their respective human capital. Taking after the Singapore Skills Framework, it was contextualized and validated by Filipino HR experts, and includes skills documents for the following tracks: People analytics and technology, HR Business Partner, Labor Relations, Performance and Rewards, Talent Attraction and Talent Management, Employee Engagement and Experience, and Learning and Organizational Development.

The Department, through the Bureau of Local Employment and Institute for Labor Studies, served as PSF-HCD Champion and Validator. In June 2022, the PSF Council shall celebrate its first year since its launch through the 1st Philippine Fourth Industrial Revolution (FIRe) Skills Week.
