The Career Executive Service Board (CESB), in their letter dated 07 March 2022, informed Labor Assistant Secretary Dominique Rubia-Tutay that President Rodrigo Roa Duterte has signed the adjustment in Career Executive Service Officer (CESO) Rank from CESO Rank III to CESO Rank II effective 03 March 2022. ASec. Rubia-Tutay joined 15 career officers who were recently promoted to their respective ranks.

Since 2013, ASec. Rubia-Tutay has been leading the Bureau of Local Employment, a staff bureau of the Department of Labor and Employment which is responsible for promoting full and decent employment through policy and program development.

She was the driving force behind initiatives towards increasing employability of youth, developing career information guides, facilitating decent jobs and promoting entrepreneurship, assessing and mainstreaming 21st century skills of workforce, and developing new rules and regulations responsive to labor market changes such as human capital development, recruitment, and employment of foreign nationals. Currently, she is engaged in measures towards employment and economic recovery, particularly on the National Employment Recovery Strategy, where the Bureau sits as Task Force Secretariat.

In 2020, ASec. Rubia-Tutay received her promotion as Assistant Secretary for Employment and General Administration. Pursuant to Section 1(b), Article II of CESB Resolution No. 1516-A, a CESO may be appointed to the next higher CES rank, upon recommendation of the Board.
