All they have to do is proceed to the nearest Public Employment Office (PESO) and bring a photocopy of their NSO birth certificate, latest report card, 2x2 ID picture, and certificate of indigence to be requested from their respective Barangay Offices. These requirements are needed to prove that the combined net income of the students’ parents do not exceed the NEDA determined latest annual regional poverty threshold level for a family of six (6), and that the grades of students are at least passing the average.
The process of participating is SPES is very simple. First, an initial interview and screening will be conducted upon personal submission of the requirements to the PESO. PESO will then match the qualifications of the students to the available vacancies of partner employers. Finally, qualified students will be referred to the employer for consideration. In cases where students are not qualified, they will be referred to other participating employers.
Employers from public and private institutions usually provide SPES beneficiaries with office work such administrative and clerical jobs. Technical and vocational students will also be given the opportunity to assist in construction and automotive jobs depending on the available vacancies. As much as possible, SPES aims to provide students with work related to their career path.
Employment under this Program usually lasts from 20 to 52 days. High school students are only allowed to capitalize on SPES during summer vacation while college, and technical and vocational students who are 18 to 24 years old can take advantage of this opportunity year-round. Their employer will pay the 60% of the prevailing minimum wage and 40% will be shouldered by DOLE and it is free from tax.
SPES was first implemented under Republic Act 7323 in 1992, and was amended and strengthened under the Republic Act 95471 in 2009. As part of the employers’ responsibility, it is ensured that students are not subjected to hazardous working conditions and child labor.
