Davao City Congressman Nograles Commends more User-Friendly Phil-JobNet

 

The Department of Labor and Employment (DOLE) headed by Undersecretary Danilo P. Cruz, Bureau of Local Employment (BLE) Director Dominique R. Tutay, and Financial and Management Service (FMS) Director Nenita O. Garcia, welcomed Congressman Karlo Alexei B. Nograles, Chair of the House Committee on Labor and Employment of the 16th Congress of the Philippines, in his courtesy visit to the BLE on 17 March 2014.  The visit was to accommodate Congressman Nograles’ call for an orientation meeting on the Enhanced Phil-JobNet (E-PJN), the country’s official job search and labor market information portal. 

“The E-PJN serves as the government’s main labor market information (LMI) portal”, Undersecretary Cruz said and continued, “The system has recently been re-engineered so as to   make the search for jobs more effective through a computerized job matching and referral system, and the provision of timely, relevant and readily accessible LMI at least cost (free to users).”

The E-PJN retains some of its features in the older version, such as job-searching and application for job-seekers and job vacancy posting and manpower pooling for employers.  The system fast-tracks online employment facilitation and recruitment among jobseekers and employers/recruitment agencies, respectively, to reduce cost, time and effort particularly on the part of the applicants.

Aside from its job-matching and referral features, the E-PJN now has the National Skills Registration System (NSRS).  This major subsystem of the E-PJN houses a live registry of skills at the Philippine Employment Service Offices (PESOs) to facilitate referral and placement of jobseekers, given the available job vacancies of establishments in the community.

“NSRS is one of the strategies developed by DOLE to help solve the problem of jobs-skills mismatch in the country,” said Dir. Tutay.

Also, another enhancement of the E-PJN for the employers is its feature on real time verification on applicant information on skills certification and accreditation, licensure, and local and overseas employment data from the data hubs of Philippine Overseas Employment Administration (POEA), Technical Education and Skills Development Authority (TESDA), Professional Regulation Commission (PRC), Maritime Training Council (MTC), and the National Maritime Polytechnic (NMP).The E-PJN is NSRS’ repository of computerized information on available manpower and their corresponding skills.  It is used for manpower development and employment promotion, particularly on job-skill matching and placement for local and overseas employment, and livelihood, entrepreneurial and enterprise development.

Congressman Nograles commends the new and E-PJN as he deems it to be more user-friendly.  He noted that the system, with its new features on employment facilitation and LMI, is another good initiative of the Department to combat job and skills mismatch in the country. He further recommends for stronger partnership of the Department with the legislative bodies, industry, and other stakeholders in developing programs and strategies to address labor and employment issues in the country.

“Congressman Nograles ’shows his and the policy-making bodies’ commitment in providing decent and productive employment to the Filipino workforce through consultation and tight communication with Department, being the executive body responsible for manpower development, employment facilitation, and LMI. We hope continued support from him,” Director Tutay says.
