The Balik Probinsya, Bagong Pag-Asa Program (BP2P) aims to provide hope for a better future to Filipinos through equity in resources throughout the country that will boost countryside development. This program is geared towards addressing Metro Manila’s congested urban areas by encouraging people, especially informal settlers to return to their home provinces and assist them in this transition with support and incentives on transportation, family, livelihood, housing, subsistence and education, among others.

 Government agencies will be all hands on deck in ensuring the continuous improvement of economies and quality of life in the provinces with the program’s long term plans on various investments in infrastructure, agriculture, business, transportation and access to a responsive healthcare system. Local governments will be empowered to effectively manage crises to come and build resilient communities. The DOLE shall focus on the creation of employment opportunities through sustainable livelihood programs, active labor market policies to match skills with jobs, time-bound emergency employment, and retooling, reskilling, and upskilling of workers to address the emerging requirements of industries; exploring the conversion of idle lands into science or technology parks in line with the regional spatial development framework and comprehensive land use plan of the concerned city or municipality. 

 

The DOLE through the Public Employment Service Office (PESOs) provides employment facilitation services such as job search assistance in key municipalities, cities and provinces of the country at the local level. It serves as referral and information center for the various services of DOLE. As part of its core functions, the PESOs also provide career guidance and employment counselling to students and out-of-school youth.

   

Labor market information provides a source of key employment information for stakeholders ((i.e. students, guidance counsellors, parents, employees, employers, etc.) regarding current and future labor market conditions by in-demand jobs, hard-to-fill jobs, and cross-cutting in-demand and hard-to-fill jobs through client-specific information, education and communication materials. The material is part of the commitment of the DOLE to support the Career Guidance Advocacy Program - a convergence program under the Human Development and Poverty Reduction Cluster which seeks to promote career guidance as tool in assisting jobseekers in making informed career choices.

In 2008, with the main objective of improving facilitation services and providing up-to-date labor market information (LMI), the Department of Labor and Employment (DOLE) initiated the NSRP through the establishment of the PESO Employment Information System (PEIS). The PEIS captures vital information such as jobseeker and establishment profiles, vacancies, and client transactions. It has the capacity to regularly track the employment status of the registrants enrolled in the system which is a vital move in linking the available manpower supply and industry demands. The program is now on its second phase of implementation and it continues to cater to various clients (e.g. jobseekers, employers, institutions, other government agencies) one of the sources of the nation’s LMI. The NSRP, through the PEIS, has been beneficial in filling data gaps and delivering efficient service to DOLE clients.

NWPC is a key policy-making body on wages, incomes, and productivity, mandated under RA 6727 or the Wage Rationalization Act (1989) and RA 6971 or the Productivity Incentives Act of 1990 to:

  • Determine minimum wages at the regional, provincial and/or industry levels; and
    Promote productivity improvement and gainsharing schemes, particularly among micro, small and medium enterprises.
  • NWPC formulates policies and guidelines on wages, incomes, and productivity and exercises technical and administrative supervision over the RTWPBs.

With 17 RTWPBs (including ARMM) responsible for setting minimum wages and promoting productivity improvement programs.

Services

The NWPC and RTWPBs provide the following services on wages, incomes, and productivity: 
Research and Policy
  • Advise the President and Congress on matters relating to wages, incomes, and productivity
  • Determine and fix minimum wage rates at the regional, provincial, and industry levels
  • Undertake researches and studies on wages and productivity
  • Formulate policies and guidelines on wages, incomes, and productivity
Training and Consulting
  • Provide training courses on quality and productivity (Q&P) improvement for company owners, managers, supervisors, and workers of qualified small and medium enterprises (SMEs).
  • Extend firm level consulting and technical assistance on the actual implementation of Q&P improvement projects for beneficiary-SMEs.
  • Promote gainsharing schemes at the firm level.
 
Information and Publication
  • Render information services in the areas of wages, incomes, and productivity to walk-in and phone -in clients, as well as through the NWPC website and library.
  • Disseminate publication and information materials on minimum wages and Q&P improvement and gainsharing.
  • Conduct wage clinics or one-on-one consultation with clients on wage-related concerns.
