BLE Conducts NSRS Program Review in Region 10
The Bureau of Local Employment (BLE), in partnership with the Internal Audit Service (IAS) and Financial and Management Service (FMS), conducted the first stop of the National Skills Registration System (NSRS) Program Review in Region 10 from 27 to 30 August 2014.
The NSRS Program Review is a joint initiative of BLE, IAS and FMS which serves as platform in assessing if the project is properly implemented. It is a series of visits which will be conducted in selected Department of Labor and Employment (DOLE) Regional Offices (ROs), Field Offices (FOs), PESOs, and Barangays.
“The NSRS Program Review aims to assess the compliance of project implementers to the implementing procedures of the Project, to validate utilization of funds vis-a-vis funding allocated to the regions, and to identify possible bottlenecks that hinder efficient implementation of the Project,” IAS Director Cristina O. Quismundo said.
The Program Review team composed of Director Quismundo, Ms. Eva Gabon of IAS, Mr. Miguel Arias of BLE, Ms. Josephine Villamor of FMS, and Mr. Elmer Cruz of BLE conducted the review and visited the DOLE RO X, Western Misamis Oriental FO, PESOs in Lugait (including Barangay Poblacion), Initao (including Barangay Poblacion), and Gingoog.
“It is through this initiative where I realized the necessity for national program managers to frequently visit local implementers to observe and assess their projects and programs. There are challenges in the ground that program managers at the national level should be aware of,” NSRS Focal Person Miguel Luis Arias said.
The NSRS Program Review will also be conducted this month in other DOLE ROs including NCR, Region XII, VII, V, IV-A, and IV-B.
