DOLE Officials Represent the Philippines in the 36th APEC HRDWG Meeting in China

Department of Labor and Employment (DOLE) Assistant Secretary Rebecca J. Calzado and Bureau of Local Employment (BLE) Director Dominique R. Tutay attended the 36th Asia Pacific Economic Cooperation (APEC) Human Resources Development Working Group (HRDWG) Meeting on 15 to 20 of February 2014 at the Shangri-La Hotel in the City of Ningbo, China. They form part of the Philippine delegation for the HRDWG together with Department of Social Welfare and Development (DSWD) Undersecretary Florita R. Villar, Department of Science and Technology (DOST) Undersecretary Amelia P. Guevara, DOST’s International Technology Cooperation Unit Head Elenita M. Leus, Commission on Higher Education (CHED) Commissioner Minella C. Alarcon, DOST’s Philippine Council for Industry, Energy and Emerging Technology Research and Development (PCIEERD) Executive Director Rowena Cristina L. Guevara, and Technical Education and Skills Development Authority (TESDA) Executive Director Maria Susan P. Dela Rama.

“This kind of multilateral meeting is a good ground for the Philippines to echo the issues and developments encumbered under labor and employment. The APEC is an important venue for us to learn from the experiences of other member economies especially in areas the areas of human capital development,” Assistant Secretary Calzado said. “Attending the HRDWG Meeting in China is a good preparation especially for the Philippines’ host year in 2015. We need to be informed of the key APEC priorities for 2014 to ensure continuity of the discussions in our host year,” she added.

Assistant Secretary Calzado and Director Tutay attended series of meetings under the HRDWG including the Preparatory Meeting for the 6th APEC Human Resources Development Ministerial Meeting (6th HRDMM), HRDWG Technical Meeting, HRDWG Opening Plenary, HRDWG – Labor and Social Protection (LSPN) Meeting, and the HRDWG Closing Plenary.

The Philippines is part of the Experts Team who will oversee the coherence of the expected outputs and tasking for the 6th HRDMM, including the Joint Ministerial Declaration, Technical Document, report on existing action plan, and the new action plan arising from the Ministerial Declaration for the next 4 years. The proposed theme for the 6th HRDMM, which will be held on 5-6 September 2014 in Da Nang City, Vietnam, is “Strengthening People-to-People Connectivity and Quality Employment through HRD”.

 “The HRDWG Meeting is a huge platform to share and learn from other member economies’ experience on key labor and social protection issues. Discussions revolved around skills development, skills mapping, vocational training, cross-border education, and capacity building among others,” Director Tutay said.

The DOLE, as the Chair of the APEC National HRDWG, will spearhead the organization of the 37th APEC HRDWG Meeting in Manila in May 2015.
