The Department of Labor and Employment expressed its support and appreciation for the proposed Bayanihan to Recover as One Bill (Bayanihan 2), which has just been approved in the bicameral conference committee of the Senate and House of Representatives on 20 August 2020 and ratified by the House on 24 August 2020. The bicameral conference committee has agreed to provide funding for the Bayanihan 2-related programs with a Php 140 billion budget and a standby fund of php 25.5 billion.
Under the ratified version of the bill, the DOLE will be provided with Php 13 Billion for the implementation of the COVID-19 Adjustment Measures Program (CAMP), CAMP-Abot Kamay ang Pagtulong (AKAP), and Tulong Panghapbuhay para sa Ating Displaced/Disadvantaged Workers (TUPAD). Another Php 3 Billion is dedicated to assist workers in the tourism sector, programs of which shall be co-implemented with the Department of Tourism. Overall, the DOLE will manage Php 16 billion program funds, which targets to benefit about 2.2 million workers from the formal and informal sectors, and affected OFWs.
Under Bayanihan 1, the Department implemented CAMP, AKAP, and TUPAD, which provided financial assistance and temporary wage employment to affected workers during the COVID-19 pandemic. The additional proposed measures under Bayanihan 2, ensures that the adverse impact of the pandemic on the socio-economic well-being of Filipinos is mitigated and assistance is extended to more sectors of the affected public.
As both chambers have already ratified the bill, it will now be transmitted to the Office of the President for President Rodrigo Roa Duterte’s signature. For the DOLE, exploratory meetings on program development and implementation with DOLE Senior Officials and Regional Offices are underway in the anticipation of Bayanihan 2.
